Police Department

The Estevan Police Service are responsible to enforce all federal, provincial and municipal laws applicable in Estevan. At 25Jun2007, the City Police had the following staff compliment:

Completed in October of 1991 was a $2 million expansion to the Police Station which provides approximately 3 times the amount of space; the total area is 1,374.9 square meters (14,800 sq. ft.). It is also accessible for the handicapped.


Liaison Program

The year of 1996 was the second year for the School Liaison Program to have been running in the Estevan Comprehensive High School and the Estevan Junior High School. The program is still focused on improving the Police/Youth relations, and fostering a relationship that would benefit the performance of the Police Service, and the community on a whole. The program demands interaction between a Police member and the youth.

The Liaison Program is running several programs within the school setting. The school counselor along with the Police instruct an Anger Management Course. The Law class from the Comprehensive High School are involved in a Ride Along Program with the Police. Also last school year a Student Crime Stoppers Program was brought up as a possibility with students. The Police Service is also providing a member to complete any lectures to the students that would be beneficial.

The Anger Management Program has completed its second session in the fall of 1996. In the class were students referred by Social Services, Guidance Counselors, and those that felt they had a problem controlling their emotions. The class was facilitated by Cst. K. Reed, Mrs. Shelley Page, and Ms. Debbie Kvamme. We attempted to foster a relationship with the youths in the class so they felt they could approach us with their concerns. We attempted to assist the youths in learning some management skills that would assist them in recognizing areas in which they had difficulty and the approach they must take in order to deal with these situations effectively.

In the school terms in 1995 some research was done into implementing a Student Crime Stoppers Program at the schools. A presentation was given to the complete student population and then they were given the opportunity to vote on whether they wanted the program or not. The vote was a majority for the program. The program will be implemented in the begging of the second term of this year.

A number of lectures are taking place at the Estevan Comprehensive High School dealing with drugs and overall law enforcement issues. Lectures are given to the grade nine health class in an attempt to make a more personal contact with each student as they enter the Comprehensive High School. This is due to the fact that the majority, if not all, grade nine students must take health. These lectures are very informal and attempt to foster an open discussion with the students about their concerns and ours.

A Theatre program was given at the Comprehensive High School this year. This theatre focused on dating violence and skirted some issues that teens today deal with in the dating atmosphere. There were two performances; an afternoon performance for students and an evening performance open to the public. Discussions were held after each performance with Cst. K. Reed answering the public’s questions.

Once again the main focus of this program is to attempt to bridge the gap between the attitudes of the youth toward Police Officers. It has been an attempt to try and project the Police as approachable and a source of information and guidance. The Liaison Program enables Cst. Reed to mingle with the youths in an atmosphere where they feel comfortable and safe, in an atmosphere where they feel they can express their concerns without unjust repercussions. It is in the experience of Cst. Reed that when students are given the views of the Police they understand where the Police Members are coming from. The benefits of this type of program are immeasurable however the Police/Youth relations have increased and improved dramatically since this program was implemented.


Mountain Bike Program

Estevan Police Service intiated a mountain bike patrol to reduce criminal activity in targeted areas. The public had a positive attitued towards the idea of having uniformed members patrolling on a mountain bike in Industrial areas, residential areas, school zones and play parks.

Bike safety lectures and proper rules on safe riding and maintaining bikes are also given by Estevan Police Service members.
